After a disastrous encounter where 10 of his men were killed by the Huge Green Dragon, Lord Burdock forbade his subjects from going up the Long Stair to the ruins.
He also actively discouraged outsiders from using his valley to explore the ruins.
Because of his actions, there was very little exploration of the ruins for about 25 years.
